* As the term “college” is used here, it refers to undergraduate work within the regular Soviet system of higher education. That system consists of universities and a great many specialized teaching institutes.

* Earlier we noted an imbalance in the supply of college graduates for work in state administration (pp. 95–97). The imbalance consisted of an oversupply of agronomy graduates and a potentially matching undersupply of graduates in some fields of state administration. Yet, at the apex of the Soviet system, men with the more political career lines do not in fact possess a higher share of agronomy degrees as opposed to the other main technical degree, engineering.
